Services to Libraries

Office of Library Development

Public libraries are a cornerstone of a democratic society. It is the mission of ODL's Office of Library Development to encourage and assist with public library development throughout the state. The Office accomplishes this mission by:
  • providing consultation services to Oklahoma public and institutional libraries;

  • providing continuing education opportunities to Oklahoma librarians;

  • providing programming ideas and materials;

  • supervising state aid payments and federal grant programs;

  • educating the public about the importance of library and information services; and,

  • working with the ODL Board, the library community and the State Legislature to establish local library funding options and public library standards.
Library Development consultants work with other ODL staff to develop a long range plan for use of federal funds, which have historically been the main source of library development funding in the state.

Federal Library Services and Construction Act (now Library Services and Technology Act) dollars have been used by the Department in the past to set-up multi-county library system demonstration projects, fund local collection and automation projects, and promote library services to special populations.

More recently, federal dollars have also been used to equip most of the state's public libraries with computer equipment and related hardware, and to develop statewide information resources (see Management Information Systems). Consultants have focused on technology training for librarians, trustee training, and the development of long-range plans for individual libraries. And a voluntary certification program for public librarians has been implemented by the division and the Oklahoma Library Association.

One of the division's most visible services is the annual Summer Reading Program. Local librarians use materials and program ideas developed by Library Development staff to keep thousands of Oklahoma children reading during their summer vacation months.
