Minutes of Meeting

Chair Judi Knapp called the meeting to order at 10:00 a.m. and asked for roll call. Board members present: Duchess Bartmess, Ann Geurkink, Hannibal Johnson, Judi Knapp, Sherry Roberts, Wally Turner, and Susan McVey, ex officio. Absent: Betty Bass.

Guests and staff present: Marilyn Jacobs, Karen Currie, Susan Gilley, Vicki Mohr, Vicki Sullivan.

In conformity with the Oklahoma Meeting Act, advance notice of the 2006 regularly scheduled meetings was transmitted to the Oklahoma Secretary of State on December 6, 2005 and public notice of this meeting together with the agenda was posted in prominent public view on the glass exterior walls of the Allan Wright Memorial Building, 200 NE 18th Street, Oklahoma City, on June 8th, 2006 at 8:30 a.m. In addition, an email announcement of the meeting with agenda was sent to all Oklahoma public libraries on May 31st, 2006 and the announcement of the Board meeting and agenda were posted on the ODL website on May 31st, 2006.

Knapp asked for consideration of the minutes of the March 31, 2006 meeting. Geurkink moved the minutes be approved. Roberts seconded. Votes were as follows: Bartmess, yes; Geurkink, yes; Johnson, yes; Knapp, yes; Roberts, yes; Turner, yes; Bass, absent. The motion passed.

McVey reported the budget is still an unknown. The Legislature adjourned with no ODL appropriations bill on May 26th. A special session was called by the Governor and the Legislature will reconvene on June 19th. The pay raise for state employees remains undecided as well as funding for Higher Education. ODL has three bills, all without dollar amounts listed. It is unknown at this time whether there will be cuts or increases to the Department’s budget.

McVey reported on the recent newspaper article on state libraries, State Libraries Stay Connected. It gives statewide perspectives and looks at the past ten years statistically. Libraries have changed with computers, internet access, and online databases.

The OLA Endowment fundraiser was held at the Governor’s Mansion following the advance screening of the movie CARS. The Oklahoma Reads Oklahoma Dana Dunbar kickoff was held. Braum’s Ice Cream was honored at the Capitol by Representative Winchester for encouraging children to read with its Book Buddy Program. ODL presented a certificate of recognition during the ceremony on the House floor.

McVey attended the Western Council meeting in Cerritos, California. The Cerritos Library cost thirty seven million dollars to build and serves a population of one hundred and fifty thousand. Per capita support is eighty four dollars. The library is supported by sales tax. The library produced its own cd called the First Experience Library with emphasis on themed entertainment. The library has three hundred million dollars in contingency funds and is a department of city government. The exterior of the building is the same as the Guggenheim Museum, titanium.

McVey and a contingent of Oklahoma library directors also visited with the Oklahoma Congressional delegation in Washington, D.C. during National Library Legislative Day.

A service certificate and pin was given to Marilyn Jacobs, Cartwright Law Library, for fifteen years of service.

New board member, Tom Terry, term beginning July 1, 2006, introduced himself. Mr. Terry recently completed a two year term as the Friends of the Library in Oklahoma (FOLIO) President, and is active in the Shawnee Friends of the Library group.

Mr. Terry worked at Oklahoma Baptist University (OBU) from 1967 to 1995 in the business area. He currently works in the OBU History Collection as an archivist.

Knapp asked for public comment. There was none.

Knapp asked for a report from the Nominating Committee for ODL Board officers. The Nominating Committee recommended renomination of the current officers for another one year term. Chair is Judi Knapp and Vice Chair, Duchess Bartmess.

Knapp recognized Sherry Roberts for her service on the ODL Board. Knapp presented a resolution of appreciation for Roberts term from 2001 to 2006.

There being no further business the board adjourned at 10:40. The next ODL board meeting will be at the ODL South Conference Room, 10 a.m. on August 18, 2006.
